Morrow County is divided into 33 voting precincts. Every 4 years, at the general election primary, the voters in each precinct select a Democratic and Republican Precinct Committee Person to represent them in their local political party. Each party then organizes itself into a Central Committee with officers. Consider the Central Committee as an administrative committee. It confers most of its powers to the Executive Committee which is the operational side of the local party. The Central Committee Chair may appoint up to ten “at large” Executive Committee Members who are active in supporting the party and willing to provide their expertise to party operations.
